On September 26, 2023, in Hanoi, the Vietnam Digital Content Creation Alliance (DCCA), in collaboration with Thu Do Multimedia, organized the seminar ‘Solving the problem of copyright protection for the music, film industry, and digital television.’

The discussion shared information about the current situation of copyright infringement of digital content in general, as well as the music, film, and digital television industry in particular. It also discussed difficulties in applying prevention solutions and stopping copyright infringements. In addition, Thu Do Multimedia shared the Sigma Multi-DRM solution, which integrates artificial intelligence (AI) in copyright protection (trade name Sigma Active Observer – SAO) to help content owners and online content publishing platforms protect the copyright of their content products on the Internet.

During the seminar, Mr. Pham Hoang Hai, the Director of the Digital Content Copyright Center at the Department of Radio, Television, and Electronic Information under the Ministry of Information and Communications, discussed the complexity of copyright infringement. He highlighted the prevalence of pirated websites infringing upon football copyrights, especially for major events like the English Premier League and the UEFA Champions League, which garnered up to 1.5 billion views between 2022 and 2023.

Furthermore, Mr. Hai mentioned that over 200 pirated websites are attracting approximately 120 million views per month. More recently, there has been a concerning trend where some of these pirated websites have begun stealing Japanese comic content, resulting in strong reactions from Japan.

He also described the situation, saying, “The infringing domain names are hosted on servers located abroad, and their owners place gambling advertisements on these websites. A typical method of infringement involves copyright owners broadcasting their content on platforms such as OTT, terrestrial digital television, and satellite digital television. However, the content is then appropriated by unauthorized entities and livestreamed on social networks, as well as on violating websites.”

In response to this challenge, the Department of Radio, Television, and Electronic Information has collaborated with the Department of Information Security and the Copyright Offices to implement measures for detection and verification. They also work in conjunction with relevant units to transmit information to intermediary service providers (ISPs), thereby preventing internet users in Vietnam from accessing infringing websites. To date, nearly 1,000 websites have been blocked.

However, Mr. Hai pointed out some remaining shortcomings, such as inconsistencies in blocking measures among ISPs, variations in blocking times (some ISPs block immediately, while others take up to three days or longer), and the lack of flexibility in dealing with new domain names. Violators change domain names rapidly and announce new ones within closed groups on social networks such as Telegram, Facebook, and Zalo,..

Meanwhile, Lawyer Pham Thanh Thuy, who oversees Anti-piracy at K+, also highlighted the challenges faced by OTT television providers and online publishers. According to her, this represents a vulnerability in digital rights management (DRM). More specifically, it involves exploiting packet spoofing to deceive the authorization server (License Server) and bypass authentication, ultimately granting permission for users to access content. However, she expressed concerns about the reliability of these accounts.

Additionally, there is the problem of using screen recording devices for playback or the issue of exploiting Virtual Private Networks (VPNs) to circumvent geographical restrictions, enabling access to content from one country for the distribution of illegally licensed content in another country.

It can be seen that although there have been many solutions and the community’s cooperation on copyright protection, the effectiveness is still on a small scale and not enough to stop and repel film and music copyright infringement and digital television. In the discussion section, delegates, speakers, and guests continued to share experiences in dealing with this problem. Accordingly, there are three groups of solutions. There are two traditional ways that have existed for a long time: First is technical solutions, new technologies are continuously developing features to encrypt content or retrieve violations…; Second are legal measures to support copyright owners, including administrative, civil, and criminal.
